English Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new survey of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and land to support their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to manage growing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to raise council taxes next spring to address the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to deliver both improved services and financial savings,” said a council leader.

He continued: “There are population challenges which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently further found local finances being strained by the growing number of young people and adults needing Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
