19 of Daniil Medvedev's 21 titles have been won on hard surfaces
A resurgent Medvedev claimed his first championship for over two years with a win over Frenchman Moutet in the competition final.
Medvedev, a ex- number one, has endured a challenging period, managing just a single victory at the Grand Slams and experiencing a setback at the US Open.
His varied form on the professional circuit - and issues with his serve in particular - led to him exiting of the top ten and finally splitting with long-term trainer Gilles Cervara.
Currently collaborating with his coach and Goetzke, he has steadily advanced in the recent weeks - climaxing in a tightly fought three-set victory over opponent Moutet.
This represents Medvedev's initial trophy since the Italian tournament and initial on a hard court after spring of that year.
The win also means Medvedev has achieved twenty-one titles at twenty-one distinct tournaments.
"For the first time I'm at a tournament with my children simultaneously, so to win a championship is particularly special," said world number 14 the champion.
"This victory is in honour of my child my daughter, because the maiden victory I achieved when my first daughter her name was delivered was for her."
The tennis star, the 2021 US Open champion, had failed in his previous six championship matches, comprising in that event earlier this year.
His retrieving strategy and regular emotional displays on the tennis court had caused some to doubt if his skill to perform at the highest level was over.
But the athlete has made changes in the past month, striving to come to the net and compete positively, backed up by an better serving game.
The champion recovered from a break down in the first set against the challenging opponent, winning 4 of the final five exchanges to take the lead.
The pair exchanged service breaks in the second set before Moutet, bidding for his initial professional championship, gained dominance to push for a third set.
He defended 4 early-game chances in a competitive deciding set before Medvedev secured a break to 15 to serve for the match.
Fittingly, he earned the win with a point at the front of the court, with his opponent failing to control a shot after over two and a half hours.
